Hitachi City received an offer to develop a sister-city relationship with Birmingham City, Alabama, U.S.A. in 1980.  And the "Sister City Committee" was set up in 1981 to promote mutual understanding and friendship with Birmingham City.  Hitachi City finalized its sister-city affiliation with Birmingham City on April 23, 1982.  After that, Hitachi City also established a sister-city affiliation with Tauranga City on April 17, 1988.  Since then Hitachi City has increasingly expanded its exchange with the rest of the world.  And the committee changed its official name to the "Hitachi International Association (HIA)" in 1989.
